If you were  Registered and logged in, you could reply and use other advanced thread options
As it is possible to boot into a Windows XP from a USB memory stick, would
the IDE/SATA drive in the 'host' machine then be visible as a secondary
drive? Is there any way to lock access to a drive if this is the case?

Absolutely.

Not really. Windows is built for ease of use, not security. You could
restrict access, but getting it back is child's play.

This is why so many people suggest truly multiuser operating systems
like Linux for this.

Two things come to mind here
1. protect the boot sequence with a cmos password
2. prevent physical access to the inside of computer. All the intruder has
to do is move the hard drive to another machine, or jumper it as slave and
boot from their own hard drive.
3. encryption

It would be really interesting to see what xp does when it tries to find
drivers for all the 'new' devices it sees, but theoretically it is
'possible' to boot either way.
