For what program, specifically?

There are none,...and what it is doing is a good thing, not a bad thing

By default the browser's security settings are set at what it calls
"Medium". But Medium is far too "loose" for today's Internet usage. You
are better off setting it to the Highest and then setting the Trusted Zone
to Medium (instead of the default of Low) then add sites that you know can
be trusted to the Trusted Zone's list.

The Internet Zone can be tweeked afterwards to allow simple things like
manual file downloads, but I don't push it much further than that.

You would likely need to narrow that down before anyone can
specifically address your question since there are a great many
"normal" (or at least out-of-the-box) settings.

Ok, I have a similar problem, tried everything, but what works. Any download,
lets say a dell pocket pc file, nope, or a music file, MP3's I have created,
sometimes even files from my companies website. The warning says "Your
current security settings do not allow this file to be downloaded." Any
ideas? Microsoft email me a long list of stuff to do and that didn't work
either.

Thanks
