I'm sorry, but you haven't provided enough information to get a specific
answer. I assume you have XP, but what Service Pack level? Workgroup or
domain? Malware status of computer? Did the firewall ever work? Etc. In
the meantime, here are some things to try/research:
FIREWALL DEAD, or other network issues:

MS antispyware tool disables Windows Firewall (or to reset firewall):
Start>Run cmd [enter]
netsh winsock reset catalog [enter]
Follow prompts and reboot.
"Due to an unidentified problem, Windows cannot display Windows Firewall
settings" error, try:
Start>Run regsvr32 hnetcfg.dll [enter]

If you were Registered and logged in, you could reply and use other advanced thread options If you are under a group policy, the settings for your computer are
controlled by your IT department. They may have installed their own
firewall, which would then disable Windows Firewall.

open the firewall window in control panel it is all grey and won't let me
enable it. It says at the top of the window for your security some settings
are controlled by group policy.
