You can use the command line: netsh firewall
You can also click start-run and type mmc
--add a snap-in
---select Group Policy Snap-in
----Configure the Windows Firewall Settings
If your domain has been configured so that local administrators, or specific
administrators that are not apart of a predefined administrators group, can
not change the firewall settings, you will probably be setting yourself up to
be monitored.
