Well, "anybody" needs to be more tightly defined.
The best way is to alter the NTFS permissions on the folder
so that there are grants only to the accounts that should be
able to access the content of the folder.
Another, less advisable, way is to use Deny ACEs in the
NTFS permissions of the folder to specifically exclude some
of those that otherwise would be allowed by the Grant ACEs.
This is all in the security dialog in the properties of the folder
when the storage system is NTFS.
