Is there a utility that can scan the eventviewer security log on a file
server and present management summary reports of all files a specific user
accessed in a given time period? Seeing which files were accessed read
only and which ones were opened for write would be very helpful as well.

Eventcombmt.exe is your friend:

http://support.microsoft.com/kb/308471

But you have to define search criteria yourself. Given few events that
represent different types of access, that's quite easy to do.
