If you were  Registered and logged in, you could reply and use other advanced thread options
Should users of their PCs have local admin rights? Or should they be put in
the Power Users group?

Users should _in general_ be only Users on their computers. Not
Administrators and not Power Users...

What would be your reasons to make users Power Users? What do they need to
do?

If you were  Registered and logged in, you could reply and use other advanced thread options
You have likely taken over after someone that believes in the
shortest path to the immediate end objective is the best route.
There are a few applications which make it very difficult to
not be an admin, but with a little effort most can be made to
work as a plain Users member.
If at all possible, the day to day usage account should not
be more than a limited, Users member, account.
The thing to do is to go gently, with an inventory of what
software is supposed to be on the machines, and then try
with limited account and see what does and does not work.
It takes some time if there are many older or poorly written
applications, but the safety gained is worth it in the long run.
