My Norton Internet 2007 did not stop a virus. Shouldn't it stop all viruses?
Also, why doesn't a full scan with the Norton take care of the virus?

No antivirus can stop all viruses. There are also many kinds of malware
that are non-viral that will not be stopped by an antivirus. And of
course if the virus is new and there is no virus definitions for it yet,
your antivirus program can't know about it so can't recognize it. As for
why Norton can't remove the virus, a lot of malware is extremely
difficult to remove, runs in memory, etc. Since you didn't give any
details as to the virus name or how you scanned or your version of
Norton, etc. etc. etc. there is no way to give you a specific answer.

You think that Norton Internet 2007 is a perfect product and that things
have stopped evolving and changing since it was created so it will remain
perfect until the end of time?

Evolving technology... it evolves. The bad guys find new ways to get around
the good guys efforts. An ongoing cycle - seemingly never ending - exists.
Do not expect any one product to ever do it all, protect from all, etc. And
don't limit that advice to just computers.
