Since XP does not use passwords to protect resources and uses
permissions instead, passwording of folders is not supported unless you
zip them. When you do (right click a folder, then "send to > compressed
folder") and then open the zip file, you will find an option under
file>"add a password". Otherwise, use third-party software. Google
"password protect folders".

Microsoft had a password folder program (Private Folder) a few months
back. I think they removed it from their website as some corporations
were complaining about it. I was trying to attach the file but the
server would not have it. If you (or any one else for that matter) would
like to get a copy of the file, you can send me an e-mail and I will
send it off to you.

So they can write you when they forget their password? ;-) BTW, this is
a very old thread (in Usenet terms) to which you replied. I doubt the OP
is coming back.
