My Security Center is not working or has been stopped. When I try to rectify
by running services.msc it opens. But after few seconds it turns off. Is
there anybody to guide me to fix the problem.

You haven't given us enough information to help you.

1. Did the Security Center ever work? If yes, then what changed?
2. Is the computer virus/malware-free? Be sure:

3. Do you have an antivirus and/or security suite such as Norton 2005/06
or McAfee that has its own Security Center? If yes, this is why the
Windows SC is disabled.

Refer to this site to see what details you should include in your next
post:

Thank u for your kind reply.
For your reference here:
1. Security Center is not working.
2.I am using avast antivirus. There is no any malware/virus in my computer.
It always display the following Messages:
The Security Center is currently unavailable because the "Security Center"
service has not started or was stopped. Please close this window, restart the
computer (or start the "Security Center" service), and then open the Security
Center again.

I'm going to assume that you are using the free version of Avast and
that it doesn't have a "Security Center" like NAV/McAfee do. If you are
using the Avast Pro, please check for that option.

Go through these general malware removal steps systematically in order
to determine if the system is really clean:

Once you know the system is completely clean, post back.
