Running Windows 2003 server. I have certificate services installed. I issued
certificates to websites. My web certificate expired, so I went to my root ca
and found out my root ca certificate expired. So I renewd it. When I try to
renew my web certificates it does not allow me to choose "send the request
immediately". Any idease?

You cannot renew an expired certificate. You left your PKI unmanaged to
the point that the only solution is to redeploy the entire PKI and add
tasks to your calendar to monitor the PKI
