I don't know what the site recommended by PA Bear and Engel says , but you
can always use Norton remove tools (manual removal) created by Symantec here:

Perform carefully the instructions !
If this doesn't help , I also use Windows regedit.exe to edit the registry
but I don't advise you edit the registry because I don't know do you know how
to do it and it is also risky for newbies or not experts.
Other options :
Contact Symantec tech support
Take your computer to a reputable professional computer specialist who can
help you.
