Does anyone know how to give users remote access to the event logs on a
Win2003 server without adding them to the administrators group?

If it was me, I'd give them a web based Event log viewer, or just write
an alerter to hit their machine when there's a problem, but you could
also consider creating a special group on the server, add the users to
that group, then add the group to appropriate PRIVs in the LSA.
Depending on the client and server architechture, you may find theer's
two separate issues:

1. Getting them to connect at all
2. Being able to view event logs once they are connected

I would look at something like MRTG or there are some utils like eventsentry
light (http://www.netikus.net/products_downloads.html?SESSION=$session) also
some resource kit tools might help.

Hope this helps

Cheers
