This is not a comment on the advice given by Mr. Kanthak in a different
thread, but to answer your question.
When I do a clean install of XP, I first have on-hand, either on cd's,
cd-r, or a large-capacity usb thumbdrive:
1. The operating system or the Restore Disks
2. Drivers for the hardware
3. A current version antivirus
4. Service Pack 2 if the original XP cd is Gold or SP1.
5. OEM patches that must be installed before SP2 is applied if this is
that kind of machine, such as an HP or Compaq.
Since I have my network behind a router, I'm not terribly concerned
about having the computer plugged in with ethernet, but for an end user
with no router see Item #1.
1. Have the computer disconnected from the Internet.
2. Do a clean-install of Windows (see this link if you are unsure how)

4. Install OEM patches if applicable and then install SP2. This will
activate the Windows Firewall.
5. Install the av.
6. Connect to the Internet to get Windows Updates and update the av.
7. Install third-party programs.
