This is a shell question. But I'll save you some time.
The desktop *is* Windows Explorer. The extension is either visible in
Windows Explorer, including the desktop, or it is not (depending on various
things). Are you sure you're not looking at a shortcut file?
If this didn't help, post to microsoft.public.platformsdk.shell.
