I am not sure if you can disable these notifications but what you can do is
to contact Symantec Tech support and ask them for help.

Because these rules are connected to the firewall protection of Norton IS ,
you can change to another version of Norton or even another antivirus
software.
I do think Norton IS is pointless software (my opinion) however the best
Symantec software still is Norton System Works.
You can change to Norton Antivirus 2006 or Norton System Works.
Download a trial version from Symantec's site
http://www.symantec.com
and after you try , contact Symantec and ask to change.
If you wish to change to another security software , you can have a look at
Panda Software or Kaspersky Lab products which I find for the best.
Do not hesitate to contact the Community again ! :)
