If you were Registered and logged in, you could reply and use other advanced thread options
Does anyone know of any third party apps that I can use to make different
password policies in a single domain?

Although you may get a suggestion, I will be surprised if that
happens.
While anything can be implemented with enough code, this
is something you likely wouldn't want a third party app messing
around with, and (AFAIK) there isn't an API for it to make such
additions supported/supportable.
You would have to modify each/every DC and keep them in
sync across Service Packs, Hot Fixes, and even major versions
perhaps.
Don't go there.

Our Password Policy Enforcer product can do this. You can assign
policies by user, group, and OU. http://www.anixis.com/products/ppe/
In response to Herb's comments, the original version of PPE that we
released in 1998 works just fine on Windows 2003 even though it was
designed to run on Windows NT4 SP3.
You do have to install PPE on every DC, but this is easily automated
with a GPO, and configuration changes automatically replicate to each
DC via AD replication. We have several customers with 100,000+ users,
and they rarely report any problems.
