No software is 100% perfect and, this isn't a discussion on parenting but
technology so I'll simply leave it as; No software is better then actually
observing their actions. Keeping the PCs only in a main room where there are
generally people coming and going is also a good substitute for monitoring
all the time which, frankly, I also know is impossible for most people. Like
security to protect from the outside, a layered defense to keep children
safe and to control their access is likely the best solution.
