You didn't say which version of Outlook or whether you are using Exchange.
If you are using email in a business environment you should talk to your
admin about this as you may not have the rights to your machine to fix it and
your admin may not *want* you to fix it. As far as I know Outlook does not
block .eml files by default which makes me think an admin may have blocked
it. In Outlook 2003 I believe .pst files will be blocked by default:
