The 'Print' permission level for a user has a set of rights ie
Print Documents,
Pause, resume, restart, and cancel the user's own documents,
Connect to the Printer.

I want to restrict a user form pausing / resuming / restarting /
cancelling their own jobs. How can i modify the Print permission level
and remove this right.

Can this be done? I assumed it could, otherwise what would be the point
of listing that the Print permission has those rights?

It's actually the Manage Documents permission that allows users to pause,
resume, etc. for documents. By default, the special Creator Owner group is
given the Manage Documents permission, which allows users to manage their own
documents. You could go into the permission for the printer and remove the
Creator Owner group from the ACL (Access Control List) of the printer. That
should solve your problem w/o preventing administrators or printer operators
from managing the documents.

Hope this helps.
