If you were Registered and logged in, you could reply and use other advanced thread options
It's actually the Manage Documents permission that allows users to pause,
resume, etc. for documents. By default, the special Creator Owner group is
given the Manage Documents permission, which allows users to manage their own
documents. You could go into the permission for the printer and remove the
Creator Owner group from the ACL (Access Control List) of the printer. That
should solve your problem w/o preventing administrators or printer operators
from managing the documents.
