If you were Registered and logged in, you could reply and use other advanced thread options There are premium versions of Hotmail now that give you extra storage space
etc for a price. I assume you know whether or not you signed up for these
premium services. And https://billing.microsoft.com is the valid web site
for payment for this service. Just make sure you type that address into the
address bar of your web browser, don't follow links in suspicious emails
because they can sometimes mislead you and take you to fraudulent sites.
It appears that the original email contained a credit card number (or
partial number), which you have wisely filtered out here. If this is a
valid credit card that you have (or have had in the past) then that would be
a hint that this is perhaps a valid warning.
