If you were  Registered and logged in, you could reply and use other advanced thread options
A while ago I found an article on applying Local group policys to everyone,
except admin. I thought I had saved it to my comp and bookmaked it, but
blowed if I can find it now. Does anyone know where I can get this article
from? Pretty sure it was on MS's site somewhere.
THe article explained how to copy the gpos back and forth and log in and out
so the restrictions did not apply to admin when you had finished. Thiis for
some XP pro comps that are in a peer to peer workgroup.

How to apply local policies to all users except administrators in a
workgroup setting in Windows 2000:
