If you were  Registered and logged in, you could reply and use other advanced thread options
I cannot change the "user right assignment" or "Audit Policy" under Computer
configuration\Security settings\local policies\ on Windows 2003.

Is it possilbe that applying SP1 did this ?

What account are you running under? I suppose (although highly doubt) SP1
could have changed some NTFS permissions or rights on non-admin accounts.
Please post whether you are using a custom account and what settings you
specified to allow access to change the Audit policy before applying SP1.

What exactly happens?? Is this for a domain/OU level policy or Local
Security Policy? If it is local you are logged on as a local administrator
you may have corruption of the secedit.sdb file. The link below is something
to check out and try. --- Steve

The security database is corrupted.

Cause: A hardware problem if the computer is improperly shut down or a
software error.

Run esentutl /g to check the integrity of the security database at
%windir%\Security\Database\Secedit.sdb.

If the database is corrupt:

1.
Attempt to recover it by running esentutl /r on the %windir%\Security
folder. If this fails, attempt to repair it by running with esentutl /p on
%windir%\Security\Database\Secedit.sdb.

2.
After that, delete the log files in %windir%\Security.
