We are a single domain, 15,000 users organization, K-12 institution.
We have a plan to publish Sharepoint content to parents, so that they would
have access to classroom contents published on Sharepoint.

Proposal here is to let the respective parents use the student account and
password to access such site. My concern is that would be against our policy
of not sharing student accounts and passwords.

In your view, how bad it is let the parents use the student accounts ?
We currently have no automated method of generating student
account/passwords for parents, and that's the reason folks want to take the
easy route of let parents and students share the accounts. What do you think
?

I think it will get out of control. They will probably pass on the password
information to friends, family, etc...and you will have a nightmare on your
hands. Then, you'll probably have even more people trying to play hacker.

You might as well just make the information available to everyone.

It needs to be something that parents have to choose to sign up for. When
they signup they are given their own accounts. Since not all parents will
want to mess with it,..some won't even have computers or be
interested,..there will always be much less of those accounts then there are
student accounts.

Plus the parents can't be blamed for something the kid does nor could the
kid get blamed for something the parents do.

You may want to start out with only a few "computer savy" parents who wish
to help "test" the program before you go wide scale. They can help you
troubleshoot. Call them "Bug & Quirk the Beta Parents".
