Dear, Microsoft Corporation

I have been having problems receiving my electronic mails at my hotmail
account and since the remote possiblitity exists of some one being a cyber
stalker I am inquiring if it is possible to have someone check my electronic
mail account on hotmail ? If it is possible then do I have to notify a
specific authority or does this news group suffice?
