If you were Registered and logged in, you could reply and use other advanced thread options
my daughter stopped the uninstallation of Norton anti virus she was doing
by pressing control, alt, delete. Now it shows on the bottom of the start
bar, but as not installed, but when I try to uninstall in add/ remove
programs it freezes up and wont let me do it. thanks for any help you can
offer. I have already chewed her out!

Try safe mode....
...and make sure her user account doesn't have admin rights, and make sure
she *has* her own user account, and that everyone has passwords.

If you were Registered and logged in, you could reply and use other advanced thread options Stopping an installation or uninstallation while in progress even if there
is an option is often a bad idea.
In this case, the uninstallation was forced to stop without regard to
exactly what was happening at the time.
In the future it is usually best to let the operation continue regardless
the options available or change of mind.
Try installing then uninstalling.
Check Norton website for removal tools, "Symclean" is one.
Otherwise contact Norton for solution.

Start the installation again ! It will either offer you "repair" or
"uninstall" or it will try to uninstall it.Then , when it is gone , you can
install it again !
If this doesn't help , Symantec have made special tool for such cases like
yours
