If you were Registered and logged in, you could reply and use other advanced thread options

There are newsgroups specifically for group policy, to which your
posting would possibly be better directed.
microsoft.public.windows.group_policy
for example is quite active.
When posting you need to indicate whether this is a standalone
or domain joined machine, as group policy behaves differently.
Also, to most of us "computer account" would probably mean
differently than you likely mean, which I take to be a computer
machine local user account.
As far as I am aware there is no single switch in group policy
that prevents a user from downloading files.
