I have changed the Local computer policy\User config\Administrative
Templates\Control panel\Display settings to enable screen saver, timeout,
password to lock work stations after timeout inactivity and have run gpupdate
/force but the settings are not being enabled on the workstations. Is there
something else I have to do? I've noticed something about linking the GP to
the Domain but I don't see any menu way of doing that.

It should work if you have enabled it in local Group Policy [gpedit.msc] unless
a domain/OU level policy is overriding the local Group Policy. If you did this
at the domain or Organizational Unit level then the user accounts that you want
this setting to apply to must be in the OU path where the Group Policy was
linked such as parent or child OU. You can link any Group Policy to the domain
container by using properties/Group Policy/add or you can simply configure the
setting in the default domain Group Policy. If there is more than one GPO linked
to a container then the one at the top of the list has highest priority if
multiple GPOs have the same setting defined. --- Steve
