If you were Registered and logged in, you could reply and use other advanced thread options
Run a Resultant Set of Policy report via the mmc snapin for it for that
domain user on the computer which can be done on an XP Pro computer or
Windows 2003 domain controller to see if that domain user has restrictions
via a Group Policy. Particularly look for settings under user
configuration/administrative templates/Windows components/Windows Explorer -
hide security tab. Assuming he does you would have to make sure that the
Group Policy applying the restriction does not apply to the user. Let us
know if you need help in how to do that. For domain users when Group Policy
is applied at the domain/OU level it does not matter what local group on the
computer that the domain user is a member of. The other domain users may not
be in the same Organizational Unit/container as that user or they are a
member of a group that is filtered [deny apply permission for the GPO user
configuration] so that the Group Policy applying that restriction does not
apply to them. Another possibility [though less likely] is that the user
does not have read permissions to the Windows\system32\Rshx32.dll file. ---
