I recently upgraded from XP SP1 to SP2 and changed from Norton AV 2006
to the latest AVG. I just started up and a balloon tip appeared that
said "No firewall is on."

I checked the Windows Security box and it said the firewall was on,
but some exceptions were on. Three of the exceptions were exe files
that start with avg. Should I changed that?

I looked through my AVG and saw no firewall properties although these
are mentioned in their help files.

I've been using it like this for a few days but this is the first time
I've seen that balloon tip.

Thanks.

I found a lot of threads of people complaining about that balloon
tip, but they all had their own firewall. I've never had my own
firewall.

Did you uninstall Norton (AV) via Add/Remove Programs? Did you then run the
removal tool
http://service1.symantec.com/SUPPORT/tsgeninfo.nsf/docid/2005033108162039 ?

Did you enable the Windows Firewall?

What does Security Center have to say about the status of your AV and
Automatic Updates?
