Is there a way to protect files & folders from being deleted, ... BUT ...
still allow files to be moved from folder to folder ?

First of all, you need to understand that inorder to move a file, you need to
assign the delete permission as the process is first copy over then delete
from original location.

Are you refering to only allow file/folder owner to delete and move but NOT
other users?

If this is what you expect, then you can simply assign the CREATOR OWNER
special group to the folder with Full Control permission and the
Authenticated Users group with Read Only permission. Users who create their
files/folder under this parent folder will have FC permission 'cause they are
the owner of their files. Other users will only have Read permission
inherited so they can't perform other tasks beside reading.

AFAIK, if you can copy/move a file, you can delete it. You can make a
file readable only, but you can't move/copy it.
