This came up and I haven't seen much written about it since 2001.

Can I export the 128-bit version of Internet Explorer to others in China and
India?

If you were  Registered and logged in, you could reply and use other advanced thread options
They would have a hard time stopping you.

China routinely uses 1024 and 2048 bit ciphers now anyway.
