If you were  Registered and logged in, you could reply and use other advanced thread options
I would like to know if there is a setting within Group policy that
will allow me to disable the LAN settings so users cannot change our
proxy server in order to bypass. Any help would be great!

Check out Proxy Settings, under User Configuration > Windows Settings
> Internet Explorer Maintenance > Connection. See also:
