We have a SAP application that requires that this option be selected on users
who uses this application.

What are the repercussion of enabling this for all users? or should we
enable it to only those who need them?

What option, specifically, is it to which you refer?
And, in what OS?

For example, forcing use of DES algoritm, if that is what
you are attempting machine-wide, would be a significant
weakening of an XP Sp2 machines default encryption

DES is known to be crackable. Whether this is a problem for you is entirely
your decision, based on your security needs. DES encryption is probably
good enough for many home computers, for example, or data that doesn't need
a lot of security. It might be acceptable for use on an internal network
with generally trusted users, depending.
