If you were  Registered and logged in, you could reply and use other advanced thread options
Windows XP Home Edition: Version        5.1.2600 Service Pack 2 Build 2600

I open the security center and it shows the three items as being ON.

I click Windows Firewall at the bottom. It shows firewall off and that's
what I want as I am using Norton.

Why do they show conflicting results, what can I do, or is this normal?

I have looked long and hard and can not find an answer.

Any suggestions?

Thanks,
Robert

If you click on the drop-down arrow next to the Firewall settings in
Security Center, you will see that it says something like "Norton
firewall is active". Security Center is just an alerter. It is telling
you that you are protected by a firewall, not specifically the Windows
Firewall.

that would be normal as nortons when installed disables windows firewall.
if windows was running with nortons you would have problems as you can't run
2 firewalls on a system at the same time. you can also check your firewall
protection by going to www.symantec.com and doing free scan

It is normal . Windows XP SP2's Security Center is an alert system that is
checking the security software's status in order to somehow remind you and
this way you stay more protected.

You see Windows Firewall OFF because when you installed Norton , it asked
you if you prefer Norton's firewall protection or you want to keep Windows
Firewall ...It is by default and you have clicked OK.

But no matter if Windows firewall is off ,Norton has firewall protection
which is reporting to the Security Center that it is on.
I do believe and think that Windows Firewall is the best firewall so you can
also open Norton AV and turn off permanently Norton's firewall and then turn
ON with "Don't allow exception" you Windows Firewall.
Windows Firewall works a little bit differently ,it monitors all ports
whereas the other software firewalls monitors program access and so on ,no
matter ,I mean that home users are much more protected with Windows firewall
because it works automatically ,asks rarely and takes the decision itself
(the decision is always right :-) ).Although it monitors only the incoming
traffic , it is good because it is Norton's job to take care of trojans and
spywares.
