You can't set account policies in Computer Managemet. You need
to use Group Policy to do so. If the XP box is in a workgroup,
then run gpedit.msc, navigate to Computer Configuration/Windows
Settings/Security Settings/Account Policies/Account Lockout. If
the XP box is in a domain, you'll need to set the policy at the
site, domain, or OU level.

OU level, if it is a local account. Otherwise, domain level.

Are you asking about changing the lockout policy, or are you asking about
unlocking the account? You can unlock the account in Local Users and
Computers, assuming it is a local account.

Hit WindowKey+R
Type compmgmt.msc in the dialog and hit enter
Expand "Local Users and Groups"
Click on "Users"
Right-click the user that got locked out and select properties
Uncheck the "Account is locked out" checkbox.

If it is a domain account you need to do the same operation, but on a DC,
and using AD Users and Computers.
