If you were Registered and logged in, you could reply and use other advanced thread options OU level, if it is a local account. Otherwise, domain level.
Are you asking about changing the lockout policy, or are you asking about
unlocking the account? You can unlock the account in Local Users and
Computers, assuming it is a local account.
Hit WindowKey+R
Type compmgmt.msc in the dialog and hit enter
Expand "Local Users and Groups"
Click on "Users"
Right-click the user that got locked out and select properties
Uncheck the "Account is locked out" checkbox.
If it is a domain account you need to do the same operation, but on a DC,
and using AD Users and Computers.
