If you were  Registered and logged in, you could reply and use other advanced thread options
I have a small server setup that I have created accounts on. Each user on the
server also has their own account on an XP system. I need the user to be able
to change the password on the server from their XP machine. The users are not
administrators, the systems are not part of a domain, and the situation does
not allow the setup of active directory. Any suggestions would be greatly
appreciated.

If you were  Registered and logged in, you could reply and use other advanced thread options
Have them try this. Use control-alt-delete to bring up security menu and
then choose change password. Then enter the name of the server in the log on
to box to and enter old and new passwords to see if that works. The would
have to erase the current computer name and type in the server name. --

Mind if I ask why you can't set up AD and have all user accounts
centralized? That's one of the main reasons to use it!
