I've been trying to access the Windows Firewall settings but am unable to do
so. Can anybody help me? I have administrator rights. Everytime I try to
access Windows Firewall Settings, a window pops-up that says "Due to an
unidentified problem, Windows cannot display Windows Firewall settings."

You haven't given us enough information to get definitive help. Did the
WF ever work? If so, what changed? Do you have a third-party antivirus
like Norton 2005/06 that has an "Internet Worm Protection" feature?
This will act like a firewall, turning off the WF. Is the computer
virus/malware-free? If you think so, what programs (and versions) did
you use to determine this?

In the meantime, try doing this:

"Due to an unidentified problem, Windows cannot display Windows Firewall
settings" error, try:
Start>Run regsvr32 hnetcfg.dll [enter]

If you need more help, refer to this link which will show you what
details to include in your next post:

Currently, I do not have a third-party firewall installed. I do have Panda
Platinum 2005 Internet Security. It comes with a firewall but I am unable to
enable it. According to Windows Security Centre, my WF is turned on.

I used to have Windows OneCare but recently uninstalled it. It was only
after its uninstallation that my p2p software failed to connect to servers
that I wanted to access my WF settings. I regret to say that I've never tried
accessing WF settings before.

I scan my computer once every fortnight using Spybot - Search and Destroy,
Ad-Aware SE Personal and Panda Antivrus Scan.

I've tried accessing WF settings via Windows Security Centre and also
through Control Panel -> Network and Internet Connections -> Change Firewall
Settings but the same error message still appears.

OK, unfortunately you've got two possibilities - the Panda firewall and
the OneCare firewall. Why haven't you been able to start the Panda
firewall? This is something you'd need to check with Panda tech support
and this may be causing the issues with the Windows Firewall.

Perhaps the OneCare Firewall permanently changed the Windows Firewall
settings. If doing the following doesn't help, then you might want to
post in one of the OneCare support newsgroups:

http://forums.microsoft.com/windowsonecare/default.aspx?siteid=2

Open Security Center. Next to the entry for the Firewall, is there a
drop-down arrow? If so, click on it to see the message. It might say if
a third-party firewall has taken its place.

Try doing the repair for your particular error message, which is to:

Start>Run regsvr32 hnetcfg.dll [enter]

Let us know what happens after you run that command.

I've checked and Security Centre says Panda Personal Firewall is on. However,
upon opening my Panda software, it shows that firewall is enabled and does
not allow me to enable my Panda Personal Firewall. I will check with Panda
tech support.

Upon typing the code you've given me, a window pops up that says
"DllRegisterServer in hnetcfg.dll succeeded."
