I am trying to set up https using MS CA server on my Exchg2K3 server. I
set-up an enterprise root CA as outlined in
http://www.msexchange.org/tutorials/ssl_enabling_owa_2003.html

I got to the point in IIS where I made the request, but when I try to use
the certsvr's page (http:mail.mydomin.com/certsrv) to accept the request I
get an error message.

No Certificate Templates could be found. You do not have permission to
request a certificate or an error occured while accessing AD.

I refered to MS KB #81148 but I cannot find the object it refers to in adsi
edit
CN=CertificateServer,CN=Enrollment Services,CN=Public Key
Services,CN=Services,CN=Configuration,DC=MyDomain,DC=com

I don't have a CN=CertificateServer object
Thank You

It appears that you did not set up the CA as an enterprise CA, rather you
have set up the CA as a standalone CA.
To install an enterprise CA you must be both a member of the local
Administrators of the box where you are installing *and* a member of
Enterprise Admins.
