If you were Registered and logged in, you could reply and use other advanced thread options You did not mention the operating system as Windows XP Pro has some
sophisticated ways to manage a users access to install and run software such
as using Software Restriction Policies.
Your best bet is to start off making sure that kids have a user account that
only in the regular users group which would be the case for any new account
you create. That will greatly limit what software they can install. Then you
could logon as your kids user accounts and configure the internet Web
Content Zone and disable downloads in tools/internet
options/security/internet zone/custom level - disable file downloads. I
would then go to tools/internet options/advanced and make sure that install
on demand(other) is disabled. Note that locking down IE will only prevent
users from downloading files via IE and if they already have alternate web
browsers or file sharing programs they will be able to bypass those
restrictions. If that is a problem or a concern then a software firewall
such as the free for personal use Zone Alarm can be used and configured to
allow only authorized applications to access the internet and be configured
only by local administrators or possibly use a password to protect settings.
You should be aware however that software firewalls [ as many applications]
can be bypassed by booting into Safe Mode with networking.

FYI moderately knowledgeable computer users can find ways to become local
administrator of any computer they have full physical access to. You can
minimize that risk by configuring in cmos to boot only from the system hard
drive, password protect cmos settings [not foolproof] but worth doing , and
ideally have a lock on the computer case to prevent access to the
motherboard battery or cmos reset jumper. There are also programs such as
Cyber Patrol or Net Nanny that may help in your situation. You can find
those programs by searching Google. --- Steve
