Sure there is a way to fix it however what you have done is absolutely wrong
. You have used the worst combination Norton + upgrade to new SP on infected
machine

First , some more information will be useful to help us help you .
You write :

Yes , of course , the virus doesn't come with your updates but after you
update Norton detects it .


Carefully perform the instructions http://pandaman.my.contact.bg .

If you can't fix this , take your machine to a reputable professional
computer store and ask IT specialists for help

It does NOT sound like a virus.

It sounds like an OS corruption. Please post in a MS News Group associated
with your OS.

ya, i'm not really sure what it is. this may seem kinda bad, but i don't know
what an os does.
