I don't understand your question at all; "better buy a new one" means
what exactly? If you don't think you can manage what is necessary to get
your computer working or you want an assessment of whether your computer
is worth salvaging, take it to a professional computer repair shop. This
will not be your local version of BigStoreUSA/GeekSquad.

There are many settings on a computer that when ticked allow
the 'temp' folder to be emptied on shutdown/reboot.
There are also good 3rd party utilities available for 'controlling' what
gets certain attention....... I like ccleaner for its many abilities,
tweak-ui is also a must-have;
You can controll just about every aspect of what your computer does,
and why not, its Your computer.
Personally, I have folders set up to have d/l's directed to, as well
as other scenarios, maybe you should look into good housekeeping
for your comp'.
