First of all, don't panic. See if you can get into Safe Mode by
repeatedly tapping the F8 key as the computer is starting up. This will
get you to the right menu; navigate with your Up arrow key.
A lot of what you can do depends on where you are, the local resources
available to you, and your skill level. If you kept your Symantec
product's subscription active and the definitions updated and have not
done any unsafe computing, you may be fine. Here's what I would do and
you can adjust the advice according to your situation.
1. It the data on the machine has not been backed up and it is crucial,
retrieve it first before you do anything else. If you can get into Safe
Mode, then retrieve it from within Windows by putting the files on a
usb thumbdrive or burning to cd-r. If you can't get into Safe Mode, I
would use Knoppix, ERD Commander, or a Bart's PE to get the files.
These options require having another computer available and a fair
amount of computer skills. Here are links for those items:

2. OK, now you've got the data off. In Safe Mode, scan with either
Sysclean (link and instructions at first link below) or Dave Lipman's
Multi-AV:

I believe Multi-AV requires you to access the Internet, so see if you
can get into Safe Mode With Networking.
3. Another thing you can try if you can get into Safe Mode is to stop
all the Symantec programs and services from starting. Use msconfig to
disable items in startup and services.msc to disable services.
Start>Run>msconfig [enter]
Look on Startup tab
Start>Run>services.msc [enter]
Look for Symantec services and disable them.
4. Once you've finished your scan with Sysclean or Multi-AV, see if you
can get into regular mode and run your Symantec product. If you can,
update it and do a thorough scan, again in Safe Mode.
You may need to uninstall/reinstall the Symantec program, but don't
attempt to reinstall on an infected machine.
I hope this gives you something to start with. If it sounds too
difficult and you are in a place where professional computer repair is
available, take the machine there.
