firewall is not activated yet. I double clicked windows firewall icon at control
panel and clicked 'on' , but it doesn't work. Is it may be because of my
existing norton anti virus and personal firewall 2003?

Since I don't trust Windows OS to protect me, I also don't trust Windows
XP SP2 Firewall to protect me. I have several computers running an older
firewall application (laptops) that I will not remove/replace, that is
no longer supported, but since I know the holes I don't have any issues
with it.
As with any firewall running on YOUR computer, you can easily compromise
it, and Windows XP SP2 Firewall is targeted by many applications you
install - just install AOL and see how many holes it punches in the
Windows firewall.
If your version of Norton Firewall (often called NIS) works, then don't
replace it with Windows XP SP2 Firewall.
Do you have a DSL/Cable connection to the Net? If so, get a NAT
appliance and use it.
