I don't think MSRT is doing that (there'd have been a storm of protest
if so!). More likely some other 3rd-party tool is highlighting RADMIN
as a threat, or an online scanner or some kind.
Many antispyware and some av scanners will list RADMIN as a remote
access risk, with the suggested action as "ignore" or "ignore once".
The offered options on what to do will range from "delete" and
"quarantine" through to "whitelist" or "add to exceptions".
In contrast, MSRT will detect and remove only certain known malware,
and won't list other things or give options on what to do with them.
Your users should be aware that RADMIN is a tool you need, and thus
would leave it alone. OTOH, if they're unaware that it is there,
and/or decide they don't want it, then I'd expect it to disappear on a
regular basis, ulong with any other suspect/unwanted software.
