Yo PandaMan! I have a question regarding the Panda AV software:

I installed it (paid for version) on a laptop & ever since all the other
user accounts can no longer change their wallpaper, open their recycle bin,
change their screensaver, etc (even tho' they are "administrator" level
accounts). Emails to tech support go unanswered. Any ideas?

I don't think your problem comes from Panda product.

Something else.Try System Restore.

Could you tell more about your computer?

Operating System (version and Service Pack level)

Any other security softwares installed, such as AV or firewall?

When did the problem started ?

What is your Panda version.

What is your processor speed and RAM ?
Kind of the computer...
