Well, I think I have solved the problem. I googled MUP.SYS, which is the
file that safe mode would hang on, and found pages and pages of posts by
people with the exact problem I was having with rebooting after chkdsk and
not being able to get into safe mode. Several of the people reported that
upon removing USB peripheral devices it corrected the problem. I had a USB
optical mouse on my laptop and thought it worth a try so today I removed it
and ran chkdsk and it ran and rebooted perfectly. I was also able to go
into safe mode without a problem. So I am assuming that the problem had
something to do with the optical mouse. Just wanted to report back what
worked for me. Thanks
