I can't seem to move to another site without a new copy of IE occurring
which does nothing and forces me to abandon IE, and so I can't download any
files.

Is there anywhere I can get cleanup software emailed?

No one can email you "cleanup software" nor should you open an email
attachment with executables!

Go through these general malware removal steps systematically -

If the procedures look too complex - and there is no shame in admitting
this isn't your cup of tea - take the machine to a professional
computer repair shop (not your local version of BigStoreUSA).

...why are you even using IE? Anyone foolish enough to be using IE deserves
problems! Using Firefox or Opera....

None of the are perfect but IE is just a problem (malware) magnet!!!
