If you were  Registered and logged in, you could reply and use other advanced thread options
someone posted a comment on my livejournal and I would like to know who
they are since they posted anonymously. Is there a way I can track the
ip and get the physical address of the person who commented without
paying an arm or a leg (or anything at all :-D)

Sometimes yes, but often, and probably most of the time, not, and not
reliably. In any case, since you apparently allowed anonymous posting,
what makes you think that we (TINW) are eager to 'help' uou?

which country is the IP/ISP based in?

By yourself you can generally only track it to an organization, i.e. an
ISP or a company with their own address block. Someone within that
organization will have to take over to refine the search. If it's an
ISP, their privacy rules will probably prohibit them from telling you
who it was unless you get a court order.

The address may be NATted, the machine may be in a public cafeteria, etc. It
is very unlikely that you can find anything accurate. The best try is
probably here:
