I scanned my pc with Adaware, Spypot, and Mcaffee and deleted
everything they found. I have IE blocker set to high and am still
getting pop ups. There seems to still be something on my computer that
is causing these pop ups to get through but I don't know what. Someone
told me they had the same problem and had to download something to get
rid of whatever was causing them but she doesn't remember. Any
suggestions? Please help.

First you need to find out what you have. I would reload the OS in single
user mode THEN run a scan. See if this helps.

I've run across the same thing. My solution is this.

1. Download and install an alternative browser. Firefox, Mozilla and
Netscape Navigator are all fine products, and can be set up to block
pop-ups 'out of the box' by following step...

2. Edit your preferences (broken down by browser)
A. For Netscape/Mozilla (accessible through edit...preference from the tool
bar)
Under Privacy and Security (one branch of a tree; click on the trian
gle to expand to the branches) select Popup Windows. Enable the option
'Block unrequested popup windows' (the first check box on that screen)
Under Advanced, select Scripts and Plugins. Enable the option to
enable javascript, BUT in the list of allowed acts, unselect everything.
B. For Firefox (accessible through tools...options from the tool bar)
Under Web Features enable the 'Block Popups' check box and the '
Enable JavaScript' box. BUT click on the 'Advanced' button beside that opt
ion to bring up more or less the same list as the one in Mozilla/Netscape
.. Make sure they are all unchecked.

This approach promises all the features of javascript with none of the
headaches of popups. Period.

Before using AW and Spybot you HAVE to use something with a resident
that will keep them from respawning as you remove. Spyware blaster and
the resident of the Microsoft (Giant) AS work the best, better than the
SB tea timer. The MSAS has the ability to force processes to stop and
then delete them that AAW and SB do not have, but you still need to run
them because the MSAS will not catch everything.

Are they web browser pop-ups or are they Messenger pop-ups?
